Julian's World

The end of the Buul warp route has several meanings. In navigation it simply means the rather stable route peters out. To the hundreds of thousands of people aboard various transports, it’s the end of a life as a free person.
For Julian’s World is a penal colony. It’s barely habitable, with no resources to speak of, beyond the edible lichen and thin grazers.
This undesirable nature made it a perfect place for the Calixian Resettlement Bureau. The Imperium has nearly limitless numbers of criminals and is always looking for a place to use them.
So prisoners are loaded up from a dozen worlds and left here. They get a coat and a few random tools and are left to go at it.
The only way off is when the Imperium comes visiting. Normally it’s a recruitment ship for one of the Julian’s World Legions. Notes are dropped at major settlements where the pickup will be. The turnout is normally strong. If it’s not strong enough, enforcers will storm settlements and drag off the quota.
Other times it’s the Navy, looking for more lower deck crews. The same procedure is followed.
Rarely a Rogue Trader will stop by and simply kidnap people by the thousands.
Since they are criminals, the guards don’t much care.
